New Delhi:- Hon’ble Lieutenant Governor of Delhi, Shri Taranjit Singh Sandhu, visited the Integrated Command and Control Centre (ICCC) of the New Delhi Municipal Council (NDMC) at Palika Kendra, where he reviewed the functioning of the smart governance facility and assessed NDMC’s preparedness for tackling the ongoing heat wave conditions in the national capital.
 
Lieutenant Governor was accompanied by New Delhi Member of Parliament Ms. Bansuri Swaraj, NDMC Chairperson Shri Keshav Chandra, Vice Chairman Shri Kuljeet Singh Chahal, Council Members Shri Dinesh Partap Singh and Shri Anil Valmiki and NDMC Secretary Shri Rahul Singh. NDMC Chairman briefed the dignitaries on the ICCC’s citizen-centric digital services and NDMC’s ongoing summer preparedness measures.
 
Expressing appreciation for the advanced civic management infrastructure developed by NDMC, the Hon’ble Lieutenant Governor said that Delhi is not merely the nation’s capital, but a pivotal force in realizing the vision of Viksit Bharat. He stated that NDMC, as a premier civic institution, is expected to set exemplary standards in urban governance for the rest of the country. He assured NDMC of his full support in ensuring that Delhi leads the way in innovation, resilience, and citizen-focused development.
 
Reviewing the heat wave management measures, the Lieutenant Governor emphasized that the current extreme weather conditions pose a significant challenge and an important test of preparedness. He urged all agencies to implement such best practices that they may serve as a model for cities across India. He also stressed the need to begin advance preparations for the upcoming monsoon season, particularly to address waterlogging and related urban challenges.
 
On the occasion, Ms. Bansuri Swaraj said that the Lieutenant Governor’s personal visit to Palika Kendra to review heat wave preparedness reflects his deep concern and sensitivity towards the welfare of Delhi’s citizens. She expressed confidence that NDMC would rise to the expectations outlined by the Hon’ble Lieutenant Governor and continue delivering with commitment and efficiency.
 
NDMC Chairperson, Shri Keshav Chandra informed that the ICCC was inaugurated in September 2020 under the Smart City Mission and has since emerged as a key governance platform integrating more than 49 civic services, including solid waste management, street lighting, parking systems, sewage treatment plants, sanitation operations, and emergency response mechanisms.
 
In his welcome address, NDMC Vice Chairman Shri Kuljeet Singh Chahal said that the ICCC serves as the digital brain of New Delhi, where real-time data from CCTV surveillance, air quality sensors, smart streetlights, sanitation systems, and traffic networks converge on a single platform. He highlighted that through a “single pane of glass” approach, the Centre enables swift, informed, and data-driven decisions to improve public safety, optimize civic utilities, and respond effectively to emergencies. With advanced technologies such as GIS mapping, SCADA integration, and GPS-enabled waste management systems, NDMC has elevated urban governance to new benchmarks of precision and efficiency.

The Hon’ble Lieutenant Governor also reviewed NDMC’s comprehensive Heat Wave Action Plan, designed to protect vulnerable sections including women, children, senior citizens, and labourers.
 
        During the visit, a detailed presentation on the functioning and capabilities of the ICCC and heat wave mitigation plan was made by NDMC Secretary Shri Rahul Singh informed that the ICCC is actively monitoring water availability in schools, service centres, hospitals, dispensaries, crèches, and parks across the NDMC area. A dedicated doctor will remain available at the ICCC to respond promptly to any heat-related emergency calls.
 
NDMC has already issued a special circular directing departments such as Horticulture, Civil Engineering, Sanitation, and Health to ensure availability of ORS packets, safe drinking water, protective gear, and revised working hours for field staff so as to minimize exposure during peak heat hours. Public awareness campaigns through IEC activities and social media are also being conducted extensively.
